The issuing of licences to natural and legal persons not registered in the Register of Educational Institutions for the implementation of non-formal adult or interest education programmes.

Process description

  1. Service requests
    In order to receive a licence for the implementation of interests and non-formal adult education programmes, the applicant for the licence shall submit an application for a specified sample. The specified form shall be used for the application, adding the necessary documents:
    1. For a legal person
    1.1. the submission of an application for a mandate and the receipt of a licence;
    1.2. a copy of the merchant's certificate (presenting the original);
    1.3. A copy of the registration certificate of the educational institution of the Republic of Latvia (presenting the original);
    1.4. the programme to be licensed in the official language;
    1.5. a sample of the document certifying the acquisition of the programme, in which the full name of the issuer of the licence is indicated and a place for the licence number is provided.
    2. For a natural person
    2.1. A copy of the certificate of private practice issued by the State Service for the quality of education (presenting the original);
    2.2. A copy of the tax payer's certificate issued by the State Revenue Service or a copy of the merchant's registration certificate (presenting the original);
    2.3. the programme to be licensed in the official language;
    2.4. a sample of the document certifying the acquisition of the programme, in which the full name of the issuer of the licence is indicated and the place for the licence number is provided.
    The programme to be licensed shall consist of: the formulation of the programme target, the programme objectives, the hours of the programme duration, the description of the planned results, the description of the educational content, the programme implementation plan, the programme target, the list of personnel needed to implement the programme.
    Documents may be submitted in person to the 413 Bureau of Education or electronically. An electronic document shall be prepared in accordance with the regulatory enactments regarding the drawing up of electronic documents with an electronic signature.

  2. Receipt of services
    After receipt of the documents, the Licensing Commission for Interest and Adult Non-Formal Education Programmes established by the Dobeles Municipality Education Board (hereinafter - Commission) shall examine the documents and take a decision regarding the issuance of a licence or the refusal to issue a licence. The applicant for a licence shall be informed in writing within 5 working days of the adoption of the Commission decision.
    The licence shall be issued for a period of up to three years or until the expiry of the term of the teacher's private practice certificate. The licence shall take effect on the day following the date of its issue or during the period specified in the commission decision.
